Who is Running Polk City? The Mayor's Story

What did the Mayor, Joe LaCascia, do before taking the position of Mayor of Polk City?

He states on his Facebook page that he has "a lifetime of insurance and risk management."  Went to Hofstra University, class of 1960, and Hempstead Highschool, class of 1956.  Facebook Profile

Before moving to Polk City, Mr. LaCascia lived in Becket, Massachusetts.  He was the Becket Woods Community Association, Roads and Maintenance District, Chairman & Treasurer.  The Mayor's wife Barbara was also the District Clerk there.  Here's a link to the "about" page from Beckett Woods Community Association web page: www.becketwoods.com

He personally is accused of the following charges in a Springfield, Massachusetts lawsuit filed by Michael Elbery:
Count I:  Nomination obstruction - violation of the 14th Amendment Equal Protection Clause
Count II:  More Equal Protection Clause Violations - Election Proxies Rigged
Count III:  8/31/08 Election Rigged - causing illegal tax 
Count IV:  Violation of 1st Amendment Rights and retaliation for exercising 1st Amendment free speech rights
Count V:  Concealment of District (Becket Woods) records - Cover-up conspiracy denying access to the courts.  Violation of the 14th Amendment
Count VI:  District Municipal  liability under s. 1983
Count VII:  Conspiracy to violate constitutional rights - District Prudential Committee
Count VIII:  Conversion, Embezzlement, Fraud, Conspiracy, and no compliance with Mass.C.30B - Low Bid Laws all in violation of the 14th Amendment which is due process right in property
County IX:  Federal RICO violations - conspiracy.  Mail fraud, wire fraud, unauthorized sale of District common lands.  Mail Fraud: The defendants since the inception of the district on a quarterly annual period, have been using the U.S. Mail to embezzle District tax revenues (defrauding District owners) to pay taxes on lots they claim are owned by the association.  All Elections were done by mail.

  2. If this is the person making decisions for our city, he needs to go, regardless of the issues at hand, He should have never been appointed to begin with. Why wasnt there a background check or even a research of his history if this information was readily available on the internet. This does not help our situation.

  3. This explains everything! We have a crook in charge at City Hall barking orders to a clerk who was kicked out of another city and a city manager who has no experience and doesnt belong in her position. Please county officials, find a way to get that Mt Olive water plant back so this city can be dissolved and we can stop the insanity. Can someone who has the email addresses of the county commisioners please send them the link to this lawsuit?

  5. In response to Anonymous' comment about contacting County Commissioners regarding this new information. First thing this morning, we forwarded this information to all the Polk County Commissioners, the County Manager, the County Attorney, the Governor, the State Attorney General, the Secretary of State, and the Auditor General. We are waiting for responses. We will update this blog when we hear anything.

  7. Am I the only one who actually read that the verdict on this case was in favor of the defendants (meaning the charges were dismissed by the court after being heard in trial)? Just because charges are filed doesn't make him guilty, which apparently the judge didn't seem to think he was guilty.

    I agree that the city is in too much of a mess to save. I also agree that things are being mismanaged now under the current council.

    I usually enjoy reading the blogged articles here. However, this ones smells of a "witch hunt" if you ask me. I'm a HUGE fan of informing the people, but I'm not a fan of using smear-campaign tactics to push forward an agenda. Informative usually means "just the facts please."

  9. Get over it. If all those accusations were made, something was being seriously mismanaged. If your ok with crooks in office running this city further into the ground then you should move to the green swamp. Wake up people. We have no money, we have no management, we have no city services (including police protection), were paying more to live here and getting less. The current city management isnt qualified to run the fry station at Mcdonalds.Its not a coincidence based on whats going on, The people have no say, taxes and utility rates are rising, the city is broke. If I could sell and move I would, the problem is houses arent selling in this city due to a poor market and the higher cost of living isnt going to help me sell any sooner. Now Im just plain mad.

  11. Wow. The things the mayor was accused of seem to be some of the same issues that we angry citizens are complaining about now, especially the right to be heard. I think its time to rename city hall. MONKEY JUNGLE. No, monkeys dont deserve that, they could probably run the city better.

I agree that the city should be abolished on the simple facts that we can absolutely NOT sustain ourselves with the tax base we have which is higher than many other prestigious areas (of which we have absolutely nothing to show for it and it is only getting worse with future spending). No matter whether the budget is currently balanced on paper it is only balanced to run the current REDUCED spending budget (removal of police, staff, etc). How are we to pay for ANY additional items such as extra attorneys, connecting Mt. Olive to Cardinal Hill, additional lawsuits, etc? No matter what the outcome would be with the county, for me it will be far better than what we currently have or could have with city of Polk City. There is no shame in abolishing the city, as many much larger cities have succumb to this as a financially feasible resort. I also believe that many facts are being left out amongst council at the meetings regarding how the county truly feels about The City of Polk City's budget (see the County's meeting video on previous blogs) and treatment of the County residents. Not to mention they really are not listening to what the residents have been asking for for many many years!
    On another note, I can not say that the personal attacks the city positions are receiving is in good judgement on our part. Government is a back biting job and many people will do many terrible things to get back at opponents such as filing lawsuits and such. Let us make sure that we have all the facts and represent them that way. I do feel that we are starting to be like the current corrupt council in that we are becoming one sided in the personal attacks. Let us not stoop to their level at this time. Just food for thought. Keep up the good work you guys on reporting for the Citizens (TAX PAYERS) of Polk City.

  13. My question is how deep in debt is the city going to get into, and how much is it going to cost me as a taxpayer before someone figures out that the math dont work. I am not happy that we have one policeman working 40 hours per week to save the city money, if you cant afford to protect the citizens then you cant afford to stay in business. Lets hope it doesnt bite us in the butt.

  14. During the 9/21/10 "Business Plan for the City" meeting, the city's financial director invited the public to come to city hall to get the actual available balances on the city books. When this was done on 9/22/10, she refused to give numbers, and said the request would have to be done in writing, and after this weekend, after all the income from the water and sewer bills would be deposited in the accounts. Obviously they need these extremely high fees to cover the immediate bills to operate the city. The city's goal might be to lower these fees, but it's a "longterm" goal. There is no way the city will be lowering these utility bills anytime soon.

  15. Guess the city is pretty broke, if they have to wait for the utiliy bills to be deposited. Maybe we are in the RED!!!!!!! I'm going to write a book about Polk City, You couldn't make this stuff up. Its a real soap opera living thru this. When is the madness going to end????????? Fed Up.
