If you look at page 40, marked page 25, of the Fiscal Year 2009 Audit posted on Polk City's website, FY09 Audit of Polk City , you will see about 2/3rds down the page, the 3rd bullet point. It states:
"The City has entered into a lease agreement with Cardinal Hill, LLC to lease a parcel of land to be utilized for a temporary wastewater treatment package plant. In lieu of a cash lease payment; the City credits the property owner with one water and sewer impact fee per month of the six year lease which began on February 1, 2006. The City guaranteed complete removal of the wastewater treatment plant operation no later than July 1, 2012. If the City has not removed the wastewater treatment operation as of July 1, 2012, the City will continue to credit the owner with one water and sewer impact fee per month plus an additional monthly cash payment of $1,000 until the operation has been removed."
My question is, if this is a temporary plant as stated in the lease agreement that is to be REMOVED by July 1, 2012, why is the city budgeting to spend $65,500 in Capital Outlay for this plant?
The detail of the FY 2010-2011 budget states $58,000 will be for "Improvements Other than Buildings- Card Hill WWTP"
"Description - Included in this category are expenditures for capital improvements over $500 in a given department. Items would include the expansion of water and sewer lines, street repaving, computer software, etc. Justification - Two new quieter blowers to replace ones that are in need of rebuilding $33,500. SCADA system $6,500, Fence and security for plant after theft this year $17,500. Approx 6800' force main to 33 to move water to spray field ($850,000). $45,000 to remove 15 single family home off well and on to city water to allow expansion of spray field."
This sure doesn't sound like a TEMPORARY plan to me!! I guess as one homeowner in that area so politely stated at the last meeting on September 21st, there will be more lawsuits to come. Just what this city needs!!
Thank you for the posting, it appears the City is/ was planning another "land grab" and forced annexation for the residents of the Deer Trails North Subdivision. I would also like to thank you for the kind comments of saying I was polite. I am the last person who spoke at the meeting.
ReplyDeleteDoes anyone know the gentlemen who was in the audience who video taped the meeting? If some one does, could I possibly get a copy of the tape? An allegation of a felonious nature was made against me. This issue has been looked into with no further action. I would like to have a copy of the tape if this allegation comes up again to further prove my innocence. I like to err on the side of caution
I could go into detail and besmirch the individual who made the allegation, however; I do not believe in mudslinging. I also have been assured this matter is closed.
In my opinion this allegation was a feeble attempt to intimidate me and suppress my first amendment rights, by attacking my character, as well as, my professional licensure.
Please let me state for the record, I will not be intimidated nor suppressed by the Polk City Council, nor the public at large for legally invoking my Constitutional rights.
I stated in the meeting I can neither be, for, nor against, the dissolution of Polk City. This is a matter between the voting citizens of incorporated Polk City.

I also live in the Deer trails North Subdivision and have been active since 2006 in petitioning Polk City NOT to install the Cardinal Hill WWTF. I have documentation that Polk City violated numerous laws i.e. began constructuion before permits were issued, covered endangered species ( Gopher Tortiose) habitat. I am possibly one of the 15 they will try to force onto city sewer & water. I am contacting Jerry Hill State Attorney to open an investigation into Polk City and there actions. I urge everyone else to do so also. Bottom line: just because Polk City mis managed their finances does not mean that the citizens of Polk City or those effected by their actions should bail them out! I will NOT allow Polk City to force me onto city sewer/water to pay their bills, nor should the citizens of Polk City be penalized with outragous taxes beacuse of the poor city financial planning.

Do not trust the City, neighbors of Steven Drive. If you see a red fire hydrant in front of your road that was not put there for fire protection only. That was intentional sooner or later you will be ask to connect to water. If you don't you will get a W.A.C bill yearly. If you do connect to water and do not annex into the city you will receive an additional 25% markup to your water bill. This is what we all pay for using city water and living out of city limits. Don't let this happen to you. Cardinal Hill is not going anywhere it is there permanent. WHAT A SHAME. another lie from the city.
