This was a blackmailed firing, not a resignation. Evidently Brock found some things wrong that the Council didn't want to be made public. So the answer, force him to resign under threat of firing. It worked. The City attorney is the one that drafted the resignation!
Brock's proposal of those out-of-sight pay increases was enough for him to be forced to resign by the Administration, especially if the City Council originated the Resignation.
The timing of everything makes it look very suspicious that the bank required a City Manager with some experience to even consider the bond. Now that it was signed last week, and everything is a done deal, maybe the ones running things have no need for him anymore. Especially, if he was not willing to blindly follow his script, and council was not willing to up his salary to play along.
Mr. Brock, Please contact the FL State Attorney's General's Office and bust the Polk City corruption out of the park. Also, please contact the the Polk County officials and make them aware of any goings-on that were not done in a legal/ethical way. I am sorry for you and any other person who steps into the web of corruption known as members of the Polk City Council.
